POSITION SUMMARY
The 911 Lead Training Supervisor is a responsible management position that is responsible for the management and control of the entire dispatch training operation of the 911 Center. The span of control of this position involves Training Supervisors, Communications Training Officers and Trainees. The Lead Training Supervisor will manage the training program, develop curriculum, deliver training and manage subordinates. This position will report directly to the Deputy Director- Administrative Services.
ESSENTIAL REQUIREMENTS, DUTIES, AND RESPONSIBILITIES
- The incumbent must pass a County background check and have a clear criminal history with no record of arrest or conviction.
- Must set a good example for the staff regarding knowledge, skills and abilities of a dispatcher. It is necessary that good working skills are maintained in the event the employee must work a dispatch position.
- Establishes and maintains a training curriculum schedule for the 911 Supervisors, Staff, and Support Staff, as needed. Identifies deficiencies in the training program and recommends corrective action to the Deputy Director.
- Develops a training matrix to include all Department of Emergency Services 911 personnel for personal development and promotional qualifications.
- Oversees the part-Time Training Program
- Instructs classes and conducts on-the-job training for Telecommunications Specialists.
- Identifies, designs, and implements an employee screening process to detect employee training deficiencies. Develops comprehensive forms to accurately evaluate trainee’s ability and recommends when applicable to the Deputy Director.
- Conducts testing and interviews candidates for positions as Telecommunications Specialists.
- Exhibits strong teamwork skills and must process co-workers input, both positive and negative, in a professional manner. Employee must be able to adapt to an ever-changing work environment and must be able to talk out differences and express opinions with the staff.
- Employee must be able to identify and intervene in high-risk behavior of subordinates.
- Must perform work that involves multiple priorities, complex and numerous tasks, deadlines, constant communication across the organizational boundaries, limited resources, with little if any precedent or guidelines.
- Provides guidance and supervision to the staff in accordance with acceptable business practices.
- Analyze, compose and maintain performance appraisals for all trainees for the first 90 days, in 30 day intervals and then at 165 days, just prior to the end of the probationary period.
- Addresses personnel matters as assigned. Has the authority to handle disciplinary matters up to a three-day suspension, with the approval of the 911 Director.
- Processes exit paperwork for all departing Telecommunications Specialists.
- A minimum of at least one week bi-monthly shall be required to be spent on the second and third shift in order to assess and to address departmental training needs, during those shift periods.
- Develops, reviews, and maintains employee training records as appropriate.
- Develops, reviews, and maintains employee training manuals and certifications as appropriate, including PEMA Certifications that are required for the operation of the 911 Center.
- Assist with the preparation of an annual training budget that estimates time and equipment needs.
- Supervises the Training Supervisors and the Certified Training Officer staff.
- Completes projects assigned by the senior management staff.
- Must be able to handle confidential information, disclosure of which is protected by law.
- Other reasonable duties as assigned by senior management staff.
EDUCATIONAL REQUIREMENTS AND JOB SKILLS
- Must possess a high school diploma or GED equivalent. Requires a minimum of 4 years supervisory experience and/or a 2 year degree within the Field of Communications, or 5 years of active Certified Training Officer (CTO) experience, or a combination of education and experience, which indicates knowledge, skills and abilities as listed.
- Sound knowledge of all emergency service agencies, communications consoles, radio receivers, transmitters, encoders, decoders, telephone equipment, recording equipment, MDC system, departmental e-mail, and any other equipment required in a modern public safety communications center.
- Must maintain CLEAN, CPR (Trainer), ETC (Trainer), PEMA and EMD certifications.
- Must be able to extract reports and proficiently use CML, CAD, TDM, Informer, Smart terminal, Recorder, and other data sources as required.
